Default Catalytic Converter Help in California

Ok here's the prob. I bought a 1999 Ford Powerstroke 7.3 out of Texas. Went to get it smogged today because I live in California. They failed me due to it not having a Catalytic Converter. He said trucks with a manufacture date of 12/98 or newer dont have to have a cat but trucks manufactured before 12/98 do. My truck is manufactured 5/98. Is this true? If so I think it is Bullspit. There is no sticker on my truck stating Catalyst or Non Catalyst. Any Ideas besides spending a grand on a Catalytic Converter?

I cant remember if my E-99 had a cat or not.

Does it still have the stock exhaust on it?

What is the PCM code? That right there will determine whether or not you need to meet "California emissions".

Find somebody who just straight piped their truck and buy their cat, bolt it in place for inspection...

I have aftermarket 4" exhaust. Where do I find the PCM code? I have an ad on Craigslist looking for a CAT

Have you tried calling junkyards in your area? Might have a Powerstroke sitting there with a cat...

My E99 has a build date of 10/98. When I got my hands on it the factory exhaust, minus muffler, was under it. No cat and no evidence of anyone taking it out. Try Car-Part.com--Used Auto Parts Market for your area and you may get one really cheap.

You dont have to have a cat, mine is a 2000 and it is from out of state and it has no cat and it just passed last month, 98 and older dont require any kind of smog test, 99 and newer just need a visual smoke test and to check for pending or current codes, that shop is full of crap.
