It has nothing to do with cold starts. It does not even come on until the oil temps REACH a certain point (I believe 120* or more but I cant recall)...
Parking brake has to be set and voltage has to be above 12v...
Its completely worthless and was added only to help stop white smoke issues when people would leave there trucks running for hours at a time.

Operating conditions:
Engine at idle.
Ambient temperature below 32 degrees.
Oil temperature below 130 degrees.
Battery voltage of 11.8-15 volts.
Will activate for UP TO 30 minutes ONCE per key-on cycle. Will not reactivate on same key cycle after any of the above conditions are no longer present.

No, what you need is a AIC (Automatic Idle Control) or a high idle setting on a chip. The Intake Air Heater will do nothing to prevent wet stacking, only help with visable white smoke during extended idle times.
If your leaving your truck running in conditions like that you need to keep the EGT's above 300-350*...
You should have a factory cold weather package that will close the EBPV (Exhaust Back Pressure Valve) and idle the truck up to about 1150RPM.
