Yes e 99 is early 99. The early ones did not have the intake air heater so it only needed 1 relay for the glow plugs instead of 2 (1 for glow plugs and 1 for the intake air heater). The people on this site are here to help and know that asking questions is the only way to get answers. The only stupid question is the one you are afraid to ask.

Take a couple pictures of the top of the motor and send them to me if you want...

I can throw them up here for you.

I have to work this morning/afternoon so I may not get them up until this evening.

Yes, Either a Stancor or just run on over to your local Napa and pick up a GPR-109... Inexpensive and it gets the job done.

He didn't tell me the codes but I pulled them prior to it not running and they were 1 active p1280, p1316 and p1211 if I remember correctly
Code 1316 is common with a loose UVCH connection. Easy to check after pulling valve covers. Can also ohm out through the connection at the valve cover as well.

So it looks like you have a normal GPR but it has the extra resistors that the early Cali models did. I real need to look into if you can just delete all that crap.

Also, It really does not look like your UVC gasket was replaced which leads me to doubt your under valve cover wire harness was replaced. The ammount of oil and crap on top of the motor looks like its never been taken apart (at least not in weeks)...

Pull the valve covers and check the wire harness...
