96 Ford F-350 Dually 7.3 Diesel

its a 96, got 125,000. 5 speed manual. He didnt say anything, but i think it has some custom exhaust and a front hitch done, which is a huge turn off for me. but, it is a dually and regular cab, 2wd, 7.3, 5 speed, and has the nice wheels.
He wants 9 grand, which I think, even for check, is a little expensive. I think its worth handing the man 5,000 dollars in hundreds and calling it a day. thoughts?
