I took this problem to the ford dealer (future ford) in my area, they were glad to take my money for a diagnosis. then came back to me and said that the diagnosis was inconclusive and they did not know what was causing it to do what it was doing and it would take to long and to much money to fix, and that I might want to go buy an after market pcm or look somewhere to have it rewired,and no refund. will not be doing business with them again.

wait wait wait. i dont think you gave us enough information. when did it start doing this. that might give us some insight. post any mods to the truck as well. this might help your diagnosis

it started in November, no mods, it only keeps running when cold and very short distances like a mile or so then turn key off and keeps running( for about 5-10 sec), after its warm its fine it wont keep running also it throws on the engine light with code 1690 can clear code and it comes back on with same code ( miles very). the truck runs perfect at all times. also light only comes on at idle. more info ask. thank you prison

i'm trying to find some info on it now. although its a wastgate code it seems its actually not for the wastegate at all. what i'm seeing in my research are a multitude of problems that are happening with this code. here is the little bit of information my brain wants to play around with. is the EBV valve closed during this time its staying running? it should be below the turbo i believe. but anyway for now check ALL of your fuses but primarily the #2 fuse. Are your Battery terminals corroded? if so clean them well with a wire brush. if you cant do the inside of the connectors they make a tool for that and its cheap

I don't know if the EBV valve is closed. I will check the fuses and clean the battery terminal, but they are not corroded, thank again for the info

if they're not corroded then i doubt that's the problem but it wouldnt hurt to reset the system a little bit by disconnecting the batteries for cleaning. is your truck smoking white excessively or doing anything else out of the ordinary?

also the first place I took the truck they reflashed the pmc and reset it it was good for about a week

well ya know i dont like to say this but in this situation i feel this is the best thing to do. if its not a fuse and the battery terminal cleaning/disconnection doesn't take care of it, does it really bother you that much? if its only when you drive it for a very short distance? also diesels like to be run long and not short. so if it doesn't affect the driveability or performance i would have to say not to spend the money guessing the fix for it. i'm sorry to say that's all i can tell you with what i've found.
