Loss of All power and speedo maxxed out. NO CODES
I've looked all over and nobody has duplicated my problem exactly.
1) I lose power after i stop at the first stop sign. No throttle response it just runs at idle. I can shift into neutral (Auto tranny) and regain power but coming back into drive it goes right back to no power. I have to coast in traffic and restart. This only happens out of first gear. it has no problem starting. I just replaced the CPS yesterday and the GPR about 6 months ago. It was not the CPS.
2) My speedometer is maxed out all the time. truck running or not
i have a crazy mess of wires from the previous owner under the steering wheel. every wire seems to be tapped for what once used to be something.

sounds like a grounding issue to me.
best thing would be to buy a Chilton's or Haynes manual for your truck, get up close and personal with the wires under the dash and make sure everything is good, re-tape up the wires so everything is neat and it won't look like a birds nest under there.
i'd start off with the grounding issue. take a wire, i'd say between a 10 gauge and 8 gauge wire and run a ground from one or both of the batteries and connect it to the engine block. then take another wire of the same size and go from one or both batteries to the frame of the truck making sure to grind off any rust or paint from the frame to insure a good connection. and then i would take one more wire and go from the battery(s) and go directly to the cab, making sure to remove any paint from the cab where the wire is connected to insure a good connection.
then under the dash you should see a few places where ground wires are connected to the firewall or to the dash support brace. remove those wires, clean the terminals and the place they were screwed to and re-connect them. there should be a grounding strap or 2 under there, make sure they are good and connected.

the oil foaming will cause the motor to loose power and not rev, the computer and wiring will cause the speedo issues.
the check engine light may have been disconnected by the previous owner, i've seen it before.... check the bulb and wiring and get someone to hook a scanner to the truck just to check and see if there is anything stored in the computer
