maybe a leak in your air to air some where sounds like a big one to me
cap the ends and put some shop pressure to it and spray it down with soapy
water and watch for bubbles

It's not the wastegate, it sounds like your Exhaust Backpressure Valve is giving you problems. It is there to help warm the engine up when it is cold but sometimes it malfunctions or sticks closed and severely restricts the exhaust gasses from exiting the engine.

Check your EBPV tube and sensor first:

Sounds normal, Let the truck warm up more and it will stop doing it.

I got a 99 6spd, been told it's the worst combo of all for problems with the EBPV. mine drove me nuts, high ex temps, fuel mileage into the low single digits, worrying about blowing the turbo. mine would only open at WOT, whenever the outside temps were below 50*f, and it kept setting a code for high back pressure

reach under the turbo, unplug the d&^%$^d thing at the pedistal base until you get around to gutting the base and flapper in the exhaust
