Trying to get my truck ready for smog 2001 Ford f350 309k

Check engine light came the day after I got my renewal notice Go figure!!

This what has been done so far

Matco scan
injectors no issues

Shows glow plug heater failure in 8 ,6, 4, 2

Replaced the internal harness and gasket, Read here it was a common failure due to clip

Checked the harness for damage or wear one showing, harness cable is not resting on any parts

Check engine still on

Tested the outside two ports on harness coming from control module
11.15 on one side
11.1 on other side

Should I replace the control module next?
