7.3 started then shutted off, its cold!

Default 7.3 started then shutted off, its cold!
I have a 2002 7.3 powerstroke. it sat out side all night plugged in, it was 0 degrees out. it started up and i let it idle for 15 mins. i drove it for about 2 mins when it started spitting and spudering, and bogging down, and then shut off. it will not start now. it sounds like it wants to start every couple cranks. What could it be.

i replaced the ipr, still wont start. anything els?
