99 7.3L powerstroke coolant in oil

Default 99 7.3L powerstroke coolant in oil

I've drained the oil & pulled the filter, hooked up a pressure tester to the cooling system & pumped it up to about 21psi. nothing is coming out of the drain plug or filter spout. Its actually holding the pressure. I dont have any oil in the coolant (that i can tell). If someone could point me in the right direction I would greatly appreciate it.

possible bad head gasket?
possible bad oil cooler?

Hey oil in coolant means oil cooler is bad
