Default Bad GEM module?

Looking at a friends 2000 f350 7.3, with engine running all dashboard lights flicker on and off, I have read that a bad GEM or fuse box connections can cause a lot of wierd electrical stuff. Does this sound like a bad GEM?
Truck also cuts out once in a bluemoon @highway speeds, he puts in nuetral restarts and it is fine.
CPS has been updated.

Fixed it. Turned out to be a bent blade terminal on the back of the fuse block. It folded upon itself 180 degrees. The wire on that terminal is grey with a yellow stripe. It was making just enough contact to work but would intermittantly throw the dash lights and the truck would die. I was able to make the truck die by wiggling that terminals wires, I could also make the lights flicker by doing the same . Now I cant make any thing wierd happen by messing with those wires.
Does anyone know what wire is the grey with yellow stripeon the back of the fuse panel right side? It is held in place with a 10mm bolt.
