Default Missing and cutting out Problems

Gentleman and ladies I've got a 99 7.3 that probably has 300000 miles and I'm running into an issue with running and driving. This morning it keep blowing the fuel heater and wait to start fuse. So unplugged fuel bowl heater and resolved that problem but my other issue is that going down the road and lower rpm's like between 1000 and 2000 this thing is cutting out terribly. Cutting out so bad i'm afraid what its doing to my tranny and ujoints. I thought maybe the fuel bowl was the problem but its still doing it. I unplugged the ICP sensor and that didn't seem to help it either. Put a brand new CPS in it last night thinking that was it, do to the fact that the tack was jumping when it was cutting out. I'm not sure where to go now? The oil is full tank is full and treated with howes dieslel fuel treatment to prevent the gelling issue. Not sure could i be looking at a problem with the IPR valve itself or an electronic fault of some sort (being another bad sensor or possible common fault in the wiring harness?). I've done some reading here and someone mentioned something about the ignition system and key? Any help would be greatly appreciated. On another note the service engine light would come on before the CPS sensor was replaced and the fuel bowl was unplugged now the light doesn't come on but it still cuts out. I'm working on getting a scan tool, but thought i would seek some opinions since scan tool is gonna be a few days from now. Thank you Ethan
