if your wts light is NOT lighting, more than likely your fuel heater has shorted out. unplug the heater, or remove it entirely. the fuse that is blown is under the hood. its a large 20 amp (i think) that will need to be replaced.
try and start your truck.. hopefully it does. if not, look and see if your theft system light is blinking. if your WTS light is back on, fuse no longer blows, and your theft light is blinking - the short has activated the anti theft system in the pcm. the only way this truck will start if that is the case, is if a dealer deactivates it by reflashing your pcm. had to have mine done, over a year ago - cost me $500 for reflash, $250 in tows. not to mention $500 in impound fees from the dick cop that had my truck towed and caused all this cause of my registration that expired a week before.

Let me start out by saying Thank you for everybodys help for trying to start my truck.. Now for the good news its ALIVE!!!!!!!!! I took the front fuel tank off and use a plastic sealer (just for testing) and installed it back put 5gallons back in it cranked it two times then she started up...... Now she idles but it wont passed 30miles per hour ...... thanks again guys hope this help others also.......

wont pass 30 mph? thats no good. btw on replacing pcm. my friends pcm blew (had same issue as you originally did) and i diagnosed it we were just gonna replace it but he took it to ford and i'm glad he did. apparently there were a few different pcm's. they had to have one made. it's $1000 job but better than having the truck sit dead while we screw around looking for one that'll work
