fuel tank vent problem?

Default fuel tank vent problem?

Ive been having a problem with my 95 PSD stumbling real hard. It never dies completely, and it only stumbles once in awhile. I get in, start her up and drive off, i get about the same distance from home (about a mile) then it stumbles like its running out of fuel. It only sputters a couple times then runs fine, always right about the time i get to a half tank of fuel. Seems like maybe the tank is'nt venting correctly. Thought i read something posted here about this but couldnt find it again.

I also put a new tailgate on it and noticed the cables seem short and the tailgate doesnt get level with the ground. Is this how the came from the factory?

No it's not how they come from the factory, somebody must have put the wrong cables on it

actually i figured that one out, there's two sets of pins to hook to, i got it on the upper one.
