It is also doing this at any speed. The first time it happened I was coming home from St. Louis, MO going about 65mph. I've also had it happen doing 55mph and 35mph. As soon as I let off the accelerator it goes back to normal.

There is NO wastegate on a 95-97 turbo for a powerstroke... ITS NOT THERE. Your friend needs to look under the hood and find the wastegate. Give him lots of time, because he will be looking for a long time.

Without knowing more about the truck or being there it is near impossable to diog this issue.

It could be the Exhaust Back Pressure Valve, but I doubt it. Does the sound of the exhaust change when this happens? Kind of a loud hiss or swush...

When this surge happens all I hear is the rpm whine (surge).

Again... sounds tranny related... I wish I could help you more, without putting hands on I just cant figure it out...

If you are getting a 500 rpm surge and the truck doesn't speed up, it is, by defenition, in the drive train. with 233K miles, It is most likely time to have a tranny built. After tou convince yourself that it is the tranny/tc, ask here where to buy or who to have build it. Do not get a stock ford reman.
