Default exhaust/turbo question

ok i have two questions

1. i have a 97 psd and i have a new(ish) turbo i want to install. my question is will a 99-03 7.3 manifold bolt to my heads properly (turbo is garret gtp38 with 1.00 A/R) old turbo is stock to the 97...or is there an adapter i can buy to go between my turbo and manifold

2. there are several reasons a 7.3 will white smoke including injectors, o rings, poor compression, turbo ect... my buddy has a 02 7.3 4x4 auto ex cab all stock and it is running very rough and white smokes so bad he cant drive it without getting pulled over and he dosent want to fix it he wants to sell it. i can buy it for 1500 and probably will if it can be fixed cheap enough so i was wondering what problem causing white smoke and rough idle/acceleration even at normal temps is most common in a 7.3 so i can get a good start towards pricing the parts...i only have around 4-5 grand to put in to it including paying for it

i know that your advice isnt a diagnosis its just advice so i wont jump to buying parts after the first recomendation i just need help coming up with ideas because i only have a limited time to thanks for any help/advice

turbo- yes it will fit, you need to swap the drivers side manifold and either make it intercooled ar make up a bypass tube. you need all the plumbing. so it won't just drop in. you won't really see a gain with it.

thank you....im not looking for power gains as much as im looking for a decent working turbo cause the one in my truck has started making a crazy whistle/hissing/grinding noise but only does occaisionally
