Last week truck was low on fuel on the way home from work. Figured i would get it home and fill it up in the morning. Went to start it and the starter wouldn't shut off which in turn drained the batteries

Since then i have put in a new battery (one just needed charged), and a new starter (starter was fried). But the truck still wont start.

I filled the fuel bowl and the tanks, tried again.....Nothing.

Checked the HPOP, empty. Filled it up and tried again, nothing.
- after filling the HPOP i checked again, it was again empty

Here is what i get when i try to start
1.) Wait to start comes on for 5 seconds then turns off (just like Normal)
2.) Tach reads 200-300 RPMS
3.) NO smoke

at this point i am thinking the CPS or the LPOP. Any other ideas, anything i might be missing?
