Default 1994 powerstroke cranks, no start

I am looking for some ideas on this truck; 1994 powerstroke, rebuilt ford motor with about 80k on it. I bought it non-running, was running when parked. This is my first Powestroke but not new to diesels.
Here is what I have checked:
WTS comes on
replaced CPS
RPMs show while cranking
absolutely no smoke while cranking
fuel pressure >30psi
unplugged ICP (there was oil in the connector)
attempted to pull codes but code reader can not communicate with PCM
replaced most of the fuses and relays
Checked PCM Diode, shows 0 continuity either direction (seems there should be continuity in one direction)
Attempted to check the HPOP oil resevoir however someone had previously sheared off a 1/4 socket wrench in the plug. Any ideas on how to remove?
disconnected wiring harness on left then right side of valve cover (oil in all four plugs)

No change with any of the above attempts.

Story given to me by previous owner is that the truck once or twice shut down and would not restart immediately but did eventually, they then parked it and it did not restart after that.

Truck is also sitting 45 miles from my place.
Thanks

My OBDI code reader (Equus) could not connect, works fine on other OBDI trucks.
is there a way to use an ohm meter on the ICP?

Gain access through the LPOP oil pressure sensor hole.

What size socket will fit the pressure sensor? I was looking at that as an option but I didn't have a socket that would fit it.
Thanks

Just to finish this out, I found a oil pressure sending unit socket and pulled the unit, resevoir dry as a bone. Dumped a quart in and fired up withing 5 seconds of cranking. Brought it home the 40 miles no problem, so far runs great. Now time to move on to the little things; no instrument cluster lights, 4x4 indicator only lights in low range (however lights the high range indicator).
