Try putting a voltmeter on the pump and see what it does when someone starts it up for you...

The pump isnt craping out, Ok when i load up the fuel bowl under the hood tern the key off let it sit for a min or 2 it emptys. Tried blocking the return line still does the same thing. cant smell diesel in the oil, no smoke when it starts. it will start up and run a little ruf then it gets worse and craps out eventho the gauge is showing 55/57 psi

Where is the fuel draining out of the bowl to? That sounds like your problem...

Do you have a primary filter on the frame under the drivers seat. If you do and changed that filter then take that one back off ensure it is not cracked. Put it back on and ensure the oring is seated and the cap is extremly tight. I had the same thing after I canged my filters and that one was cracked. I filled the top bowl just like you and it would drain back down and the pressure stayed good too.
