I'm betting it was stolen and recovered, the thief probably removed the vin tag so DMV issued a new vin

If it was a stolen truck the cops could find hidden vin #s there are many on a truck.
The truck was most likely built from several wrecked trucks.

the guy told me he flipped it and the cab was replaced, thats why it had a salvage title,
