can u hear pump run when turning key to 'on'

Use OEM filters & new o rings. o rings fully seated? with it all buttoned up & key "on" , try & spray soapy water around filter housings, any bubbles? Bubbles indicate leaks.

A lot of times it's the frame mounted one that causes issues. It is really hard to tell if it's fully seated without a fuel pressure gauge.

I'd pull that cap off, put some oil on the o-ring and try re-seating it.

Like shooter said, can you hear the pump kick on?
