Default Oil Cooler or Fan Clutch?

My EOT/ECT Temps have been above their normal range lately but I was wondering if it was the oil cooler or a fan clutch? Sitting in traffic on a hot day when the fan would kick in the coolant temp would drop slower than it would a few months back. Idk if this is bc of the hot weather or not but it's confusing. I'm asking on other forums if anyone could install a delete kit but as I keep posting I'm beginning to wonder otherwise if it's a fan clutch and not an oil cooler after all. (Or both)
