twin turbo setup
I'm not that informed on setups for twins. I do know you need a smaller unit pushing the bigger unit. So if the 7.3 is smaller it could work. I currently don't know of or have ever read of a non-vgt turbo set up too feed a VGT turbo.
I do think that is the purpose of the VGT. To act like a different turbo (smaller/larger) depending on engine demand.

When they do a two stock turbo setup, do they run them in parallel or series?
Do they feed one bank of cylinders with one turbo and the other bank with the 2nd turbo, or do they feed one turbo into the other turbo?

Twins feed one another. Use a smaller turbo to push the larger turbo. Two stock 6.0 turbos are not used for a twin turbo setup.
