Default ICP regulator open

I have a 2004 f350 6.0, just changed the ICP, now no start getting code P2623 pulled the wire off and am getting 10 volts does any one know if this is the right feed voltage? I can't seem to find it any where, so I assume it should be 12 or at least same as battery?

any help will be appreciated.

It comes from the computer, I don't think it is 12 volts. If your ICP is on the valve cover try just unplugging it and starting, if that works turn it off and plug it in again and restart.
