I have heard there is no difference between the 6.9/7.3 pumps. It is rumored the 6.9 pumps may have had the fuel screw turned up a bit more from the factory, but you can easily turn up the fuel on a 7.3 pump if you want.
Anything over 10psi without an intercooler and you usually start to lose power as the air is too hot. I wouldn't go over 10psi without head studs anyhow. Some guys will get away with 15psi on the bolts while others will blow a head gasket at 12psi. It's kind of a crapshoot and I like to err on the side of safety.
