do need to check for power at the ip cut off and cold start advance soenoids. you should hear the solenoids click with key on also. there is a chance that the lifters bled down not allowing sufficent valve opening during cranking too. and if you think you might still be picking up bad fuel you can take a fuel can full of diesel, fab up a hose to pump inlet line so it will draw fresh fuel into engine. if you leave the return line going to the tank it will flush the bad fuel back to the tank with the good fuel from you tank.

Default wont start

those trucks dont have hand pumps, but the 6.9 had a water seperator between brake booster and driver side fender that goes bad all the time check youre fuel for air in the lines also the pump solenoid may be stuck has happened to me ,just turn ign. on slightly peck the top of the pump and listen for a click , do not remove solenoid, because if not in proper place on install can hang the pump causing youre engine to run away.

Default starting problems

I was having the same troubles with my 85 6.9 . on the passenger side of the firewall, there is a blue wire that has a fuse linkit connects to the shut off solinoide in the injectior pump. mine shorted out and bought a new one for $46.00
after installing it fired right up. but I must have installed it wrong because now it don`t shut down . I have to use a towel over the intake.
so be sure to check the fuse links
