Default E4OD Rpm's Too High In O/D

I installed new fluid, a new filter, and a reman. solenoid pack (due to the fact that the old one was getting fluid in the connector). After this, when it shifts from 3rd to o/d, the rpm's remain VERY high. Since this, I have replaced the solenoid pack again and still, the same thing. I have another pack but, I was looking for some in-put before I just go thru this all over again. Give me a little bit and I'll throw my Innova 3140 on it and tell ya'll the codes. Yes, the o/d light is flashing. Also, after I replaced the packs, I did erase the dtc's so the computer would hopefully recognise the fix but, apparently I haven't fixed the problem. Any help would be appreciated. Thanks everyone!

check the brake switch, it may be applying voltage and keeping the torque converter unlocked
