I've got a '87 6.9 and I had the same exact prob a few months back. Your glow plug controller is bad. I made the mistake of just replacing the relay first; Still wouldn't work. When you buy a controller, it comes with a new relay already mounted on it. Swap that out and you should be good to go. I had a fella on line help me intellidog.com/dieselmann/ if I remember right. The guy is super knowledgable of Ford diesels.

I put a horn button in the dash of mine and wired to that, just hold it in for a bit. dont have to worry about a controller after that
