Default Correct park brake cable routing?

I have a new to me 03' Dodge 2500 CTD Quad Cab, Long Box, 4x4 6spd. First of all, gotta say, I'm loving this engine - it's doing a stand up job of towing my 5K lb TT up here in the land of thin air and 6% grades. Although sometimes on the big hills, i have to change down to 5th

Anyway, bad news, it's off to the mechanics for the third time to have the park brake fixed.

First time the mechanic said it was the rear hubs leaking oil on the brake shoes. OK, so $1200 or so later and the park brake still won't hold on a hill. I smell brake shoes when I go near the rear wheels. The truck is shuddering from time to time. 400 miles later it dawns on me what's happening - the drivers rear wheel/hub is HOT. So my brand new park brake shoes and hubs have been dragging and overheating for 400 miles.

I take it back to the mechanic and now they say it's the cable - after a bit of complaining they cover the $250 labor and I pay $80 for the cable. Great, except it still does not work when I get it home. I expressed my concerns about the new brake shoes that have been dragging for the last 400miles, but they say they look great. Really?

Anyway, before they 'fix' it again, I wanted to make sure they installed the right length cable - looks like it's hanging down there, just waiting to get caught up on something.

Is it supposed to be routed like that? I would have though that a longer cable, routed via the hanger (see yellow arrow) would have been better, but then again, what do I know?
