Here is the schematic for a 2500 Dodge, I will have to study this a little bit.

Does it make a difference what position the headlamp switch is in ( like park lts or headlamp on) when it does this?
Check all your fuses inside and out, make sure you don't have any blown backup bulbs, running lights, cab light etc, if all the simple stuff is OK there is one ground for all the running lights ohm one of the tail light bulb sockets to ground make sure its low resistance (lights off of course).
If those things look good it gets deep.
I have a feeling its feeding through either the hazard contact in the turn signal switch or the cluster has a malfunction. I would have to ring the wires out to tell whats up.

Here are the power ring outs for the cluster.

THANKS TO JET A for all of your help. The wiring schematics are very helpful. As for your sugg. on RINGING THE CIRCUITS left rear light on the wht.&yellow wire to grnd.- 3.9 ohms
the wht.&green wire to grnd. no continuity.
Right rear light white& yellow no continuity. The white&gray to grnd. 3.1 ohms.
About the HEAD LIGHT SWITCH. NO headlight switch on- left turn switch on- left front and rear work correct. The right side RUNNING LIGHTS flash in time with THE LEFT SIDE TURN LIGHT
WITH RUNNING LIGHTS ON- LEFT TURN SIG. ON- left front sig. barely flashes running light on steady and bright the same with the right side lights. THE REAR LEFT-TURN SIGNAL LIGHT FLASHES AS NORMAL the running light is on as it should be.
WITH HEAD LIGHTS ON LOW BEAM- same as above. WITH HEADLIGHTS ON HIGH BEAM- same as above.
MORE INTERESTING STUFF.while crawling under the truck I found a wire disconnect under the drivers side I am in the process of RINGING some of those wires back to the TIPM according to your wire dia.- have disconnected the connection to the TIPM to do this .
AGAIN I WILL SAY " THANKS FOR THE HELP "

HI TO DIESEL PAP- this is not a plug and go. What kind of programming is necessary? The truck is stock.
TO JET A: When I was working on the truck with a friend, We discovered that if you pull fuse 15- 20amp everything works normal- but no running lights feed to the 7 wire plug for the trailer. With that in mind I disconnected the the wire coupling under the driver side wheel well-NO POWER TO THE BACK HALF OF THE TRUCK- 20 AMP FUSE NOT IN-front half of truck works fine-turn signals and running lights.
WITH 20AMP FUSE BACK IN ISSUE IS BACK even though the back half of the truck is still disconnected.
It seems that the issue is in the front half of the truck wiring.
People said this could be a GROUND issue-I did this- removed the 2 GROUNDS by the drivers side battery box used a jumper cable to the negative side of the battery to each wire bundle NO CHANGE with the issue. Then sanded the mounting and added star washers also dielectric grease.
STILL NOT TO THE BOTTOM OF THE ISSUE-ALL COMMENTS GRATEFULLY ACCEPTED.

A BIG THANK YOU TO JET A AND DIESEL PAP- after struggling with this left turn issue WE finally found the issue. I purchased this truck as the second owner, the original owner changed the mirrors on the truck to the present set. They disconnected wiring inside the mirrors and did not terminate them properly- they shorted together and caused my issue. SO AGAIN I SAY THANKS TO ALL FOR THE HELP.
