I put a 3.9 in a 1994 dodge 1500, and just fired it for the first time yesterday and it didn't seem to vibrate that bad. to me it was just like the 5.9. and i have any kind of harmonic balancer whats so ever.
The 5.9 and the 3.9 have the same bolt pattern for the adapter plate to the trans.

I've been having problems with the governor in my 700r4, I have to play with it some more to see if i can get my shift points correct.

That is complete Bullshmit. Mine shakes a little at idle but once you are driving you can't tell it is a diesel by vibration at all, but sure sounds like one. I use the smaller rubber-sandwich motor mounts, same as the frito lay vans use.

I bought the engine from a truck salvage yard. It had been in a Frito Lay/Wonder Bread truck. It had a NP435 bolted to it, and I unbolted that trans and bolted it right up to the NP435 in my F250. The frame stands for the motor mounts needed to be moved, cut and welded. Everything else was pretty basic: fuel lines, wiring, radiator hoses, exhaust. I'll swap a 5 speed in later, right now I am just enjoying it the way it is. I don't drive any faster than 65-70 with it.

The front ends on those smaller trucks were never designed to handle the weight and your front end components will wear our quickly....or more dangerously, BREAK outright while driving!
I have a '93 Ranger myself, and after having a 4BT in my F250 I would never put that engine in a smaller truck. You could probably pick the rear bumper right off the ground after that swap.
I am "kind of" looking for a nice 3.3 liter Cummins 4BT instead, but am also running across the occasional Kubota turbo V3300 engine and will probably do that instead. (also 3.3 liter) You can bomb a Kubota engine to at least 2-1/2 times their original power, they are tough little buggers.
