Default freeze plug install 96 CTD

Help I have a 96 Dodge CTD and the freeze plug on the passenger side of the block rear most plug (between #5 and #6 cyl)has come out,due to 09" freeze. What do i need to do to install a new one? Remove the exhaust pipe from the turbo,remove the cooling canister
(for lack of a mechanical word),remove the tire,inner fender well,then install??
Can i facilitate this from the top or bottom.Any thing to get this plug in.This is the last thing
I need to do to get the truck back on the road.
