Default possibly low power issue

I have a little problem with my 98 dodge, i notice that when I tried to climb a slightly steep hill it didn't have any power to climb. The tires wouldn't spin or anything. The rpm is up and everything but it wouldn't have the power to move. Then i had to back it up a little bit in our driveway and it was on a little slope, nothing near enough to require to much power and almost had it at 2000rpm to back it up. It honestly feels like the brakes are being held in. Do you guys have any solutions?

If you are on a hill in neutral will the truck roll on its own? If it will it is not the brakes. Have you checked that the tranny oil is filled to the proper level and does not look or smell burned? That is what I would check because you make it sound like it is a tranny issue not a motor issue right now.
