Default truck wont start. please help!!!

ok let me try and make this story as short as possible.

i just got done with my p pump swap on my 93 cummins engine. motor ran perfect before with 0 problems whatsoever. i had the timing set to 16.5 degrees, wouldnt start, tried 12.5* (stock). still no start. i have had 0 certified diesel techs over here and were just stumped. let me start off with how we set the timing.

took off dv#1, put in timing tool. rolled the engine counter clockwise till the needle stopped dropping, zeroed the gauge. rolled it to .193 i believe it was (whatever it said the 16.5* was). pulled the gear off, set engine at top dead center, installed gear and torqued nut. spun all the way around and checked lift and it was correct at .193 at TDC.

fuel pressure is regulated through my airdog 165 at 30psi so i know fuel is not the issue.

try cranking and bleeding over and over again. got it to where we thought it was bled and it still wouldnt start out. no matter what we did we couldnt get it to start at all.

pump was squirtin fuel pretty decent when bleedin injectors but i dont know if it was quite enough to pop the injectors. injectors are brand new from SDX so i dont believe all 6 injectors are bad. (1 tech smelled the exhaust pipe while cranking and said he smelled fuel coming out so he believe the injectors are popping)

it doesnt even quite sputter like its wanting to start. cam has been verified it has been in correctly and valve train it working as supposed to. compression is good, valves have been set to .010 intake and .020 exhaust. fuel shut off solenoid lever is lifted all the way up (toward front of truck).

anyone know where to start? any ideas? were pretty lost. the only 2 options we can think is A: were somehow all 3 of us doing the timing wrong or B: the injection pump is shot (it was bought used). someone please help i need my truck back! thanks!

see if it will hit on either while cranking. that will tell you if its in the pump.

ok i will try that. should i actually get something called ether or is it a certain type of chemical called something else? and i spray it through the intake right?

and if it does hit on either, can that only mean the pump is bad, or can it relate to other things as well such as timing being off etc?

How'd you find tdc, did you make sure there is slack in the intake and exhaust valves on #1? After you zeroed the dial indicator did you continue to rotate ccw or did you rotate it clockwise?

Before getting too frustrated pull the number one dv and watch the plunger as you rotate the engine clockwise, make sure the plunger is traveling up when you hit your tdc mark.

What is the bosch part number on the side of your pump to make sure your using the correct timing chart. A 49 state 160/175 would be around 8.25*@ .193" lift.

we checked the valves to find tdc and then used the timing pin for a 2nd measure to ensure it was at top dead center.

the plunger was going up as we rotated to tdc

i have a 190 pump and i went with the timing table for the pump that was included in my instruction manual when i bought my timing kit
