Default 03 psd wont start

I have a 03 F-250 that had a leak under the hpop it was a o-ring that had blown out.I replaced it and the gasket, tube seals on the fuel lines going to the filter canister. now it wont bust off ,the engine oil presure is ok while cranking,no codes, cked all the fuses only one bad was #15 a 20amp i have no owners manual so i dont have a clue what it was for, watching the scanner im only geting 68 psi oil presure to the injectors and i know it needs 600psi or more to run.did the buzz /injector test did ok, i replaced the IPR but that didnt change anything. when I replaced the gasket I didnt disconect the battery but i didnt leave the key on would that kill the PCM? I have tore down many PSDs to replace the hpop gaskets as well as the o-rings under the turbo with no problems in the past. but awhile back when I put new injectors in a buddies 99 250 we had a heck of a time getting it started but he is out of town and i cant remember what we did to get it going again.goin to put a new filter on it but i dont know if that will help. any ideas?

It does sound like an HPOP issue. Did you refill the pump??

I didnt refill but in the past whenever i change my oil I always draw out the dirty oil then after filling the crankcase i just hit the key and crank it till the oil presure builds and then it busts off w/no problems. If I unplug the IPS will it send a defualt signal to the PCM and start?

I'm not sure. Only thing I can tell ya is refill the HPOP and if it still doesn't go, try the sensor trick.

I've always refilled the HPOP res before tryin to start, and even then it takes a little time crankin it over to get it to fire.

You should be gettin around 1500 ICP during crank, and my truck idles at about 400.

Well today I tried a new fuel filter no luck still wont bust off . I pulled the valve covers to watch the injectors while cranking to see if I had oil blowing out around them(all looked fine) in the mouring im going to put a friends used spare HPOP on. If the ICM in the fender was bad would it show up on the scanner?
Is there a relay for the injedtor controller? tried a differant IPR & crank sensor still nothing.

It should show up on a scanner, if it's failed and kicked a code it certainly will. If you have the software to run a KOEO test you can test the IDM.

I use AE. So far so good. I can look at everything I need to so...

Can you run a buzz test with it? Don't know why I didn't think of that a second ago. If the injectors "buzz" they're gettin an electrical signal. So that'd mean both the IDM and the electrical side of the injector are working.

If you can't, some of the edge modules have buzz test capability, if any of your buddies are runnin an edge.
