yeah i ran ran the buzz test it was ok i should have figured the IDM was ok if they all buzzed but it late & im just kind of flustered with this thing ive never ran into this problem only changing a gasket

Did you hang your head over the timing cover and verify the new gasket wasn't covering any ports?
There was some difference between an OBS and early 99 and a 99.5-03 gasket IIRC.
And have you pulled the plug outa the top of the HPOP res and verified it's full? I use a syringe to refill 'em before I try to crank.
If it's full and you have the right gasket, try crackin the plugs in the oil rails loose, I guess it's possible there's air trapped in the rails

I'll ck the gasket out i bought a extra & still have the old one. I was thinkin bout crackin open those plugs 2day when i pulled the valve covers since theres not much presure in there it should'nt make too big a mess

I don't remember without lookin if they're brass, but that's about where they should be.
Any time you remove the HPOP you "should" bleed the rails. Won't usually prevent a start, but it'll trap air until the system has been run hard for a few days.
And it always scares me to try an HPOP replacement without pullin the res. It's to easy to bind that gear, and then you could end up with a "gear spins but pump doesn't" issue.

I always get paranoid that i'll drop the washer off the gear bolt down in the timing case so i place a pen magnet on it after i loosen the the bolt so when i unscrew it i draw them out 2gether.

It doesn't have room to drop down in anywhere. At least it don't on a SD. It drops enough to scare you, but it ain't goin anywhere. I'd at least pull the access cover off the front of the timing cover and have somebody turn the truck over. Just to make sure the bolt and gear turn at the same speed.
Honestly, I really don't recommend pullin or installing that bolt in that gear without the HPOP res off. It's too easy to bind that gear otherwise.
