Could be after sitting long periods fuel leaks off. check return lines . 6.9 and 7.3s famous for this.

the old idi's are also famous for not liking cold weather at all any way. the glow plug relay is basically a starter relay and it is case grounded. i would check the fuel filter as mentioned by dan and the fuel return lines and even lift pump or injection pump

Check to see if you have oil in the High Pressure oil res. if not could be the Injection Pressure Regulator is stuck open and allowing the oil to drain off, or could be the injection o rings. I had a problem with my 7.3 not starting and I changed the IPR but it turned out being the Injector O rings. My high pressure oil was missing in the res. though. Your injectors only deliver fuel when the High pressure oil pump makes the pressure to fire them off, if there is no oil, then no fuel. The truck gets a bump from the Starting fluid and gets the pump to get oil from the pan. Makes sense to me. This problem will generate a code. The code I got was "Low injection pressure." good luck and hope you feel better.
