Default bosch ve pump rebuilding

Hi every one, i need help on this one. I have a 1992 dodge d250 with the 5.9 cummins, i just pulled the injection pump apart to replace leaking seals. After reassembling and reinstalling pump and bled out air, the truck will not start. My question that i have is when reassembling the pump, does the lugs and the pin on the pumping plate have to be a certain position. Im thinking that this plate can be installed 180 degrees off, which i believe is causing it to inject fuel at the wrong time. Does this sound right, please help
