Might be a faulty Fuel Control Actuator (FCA). $100ish from Cummins. Has the oil level risen since the issue has occurred??

No oil level has stayed the same. Are there any pid's associated with the FCA? The programmer can show alot of real time data but im not 100% sure on what the numbers should be

High side fuel pressure (rail pressure) should be at 6000 psi idle, and 18k-21k wot.

Might even want to try and cap the rail pressure relief. An 1/8 bull plug and the tap to make it fit (?/? fine thread). Then see if that helps.

I have capped the rail already. That hasn't helped. I really thought for sure that would be it. I just hate the thought of runningit to a garage and having them shotgun their way through this at my expense

How does it run when you first start it in the morning?? Rough with white smoke, smooth, any ticking noise?? Maybe try and adjust the APPS.

Runs fine. Maybe a little more like my 97 12 valve. Ok i'm dumb. What is and how does one adjust the apps.

Ok Ive got some more info. I put the banjo bolt back in the pressure relief valve. I unplugged the FCA . Once truck started, HPCR pressure hit 180 mPa which equates to 26100 psi. I immediately shut off truck and plugged back in the FCA. Can someone explain exactly how the FCA works. Is is truly a solenoid valve or is it more like a proportioning valve?

If I come home, shut off the truck, and restat it immediately, it starts fine. The longer i wait, the harder it is to start, until you finally hit a point where it just spins over and won't start until the engine cools down

Not sure how relevant this is but is was reading that the lift pump should run for 2 sec when key is turned to on. should run for 25 sec if starter turned and engine didnt start. Mine always runs for 25 sec. I keep posting cause im hoping that something wil jog someones memory.

If the weather is cool, the lift pump will run cont. so the fuel recirculates. If it's running like a 12 valve when you first start it, you probably got a bad injector. One way of telling is ramp the rpm's up to 3G and let off. If it hangs for 5sec or more before it drops, got an injector over fueling and it should get replaced.
