Check for vacuum at the wastegate. If there is no vacuum then you have a bad vacuum pump, bad wastegate solenoid, or cracked/broken vacuum lines. You need to measure the pressure of your vacuum system. This is the line that leads from your vacuum pump to the turbo. Chances are the Turbo Solenoid is bad but it can be the vacuum that is bad. If the vacuum is bad, then it is a good TurboMaster candidate. If not, then it is up to you to just change the solenoid.

how would i know if i have dryrott? and how would i identify if i have a wastegate. how much pressure should i have on my vacuum system? turbo master candidate ? sorry for the stupid questions i just dont know much about turbos thanks

If the little rubber vacuum lines are dry or rotten, you have dryrot. just visually inspect the lines..
and how would i identify if i have a wastegate.
You have a wastegate.. its there its the small gold bladder housing on the side of the turbo with a vacuum line going to it.
how much pressure should i have on my vacuum system?
Pick up a vacuum gauge from the local parts store and just check to see if there is ANY vacuum at all on the line. I think it should carry between 3-5 psi.

I noticed your signature isnt filled out.. you truck is a 6.5L correct? All of the information I stated is for the 6.5L TD.. But If I remember correctly, 2000 was a split year, and its possible it could be an LB7 Duramax 6.6 L depending on the manufacture date..

OK, Thanks for the heads up Danny, I thought it was, but i guess I had a brain fart..
oak, that means that you have the 6.5L TD. So just look over all of your vacuum lines that come off the wastegate, and everything back to the vacuum pump. just a visual.. with it going in and out, it could be any of those things. The Possibly dry rot vacuum lines, bad solenoid, bad wastegate or bad vacuum pump..
