6.0L no start

6.0L no start
I have done everything I can possibly think of to try and get this 6.0l to start and no such luck. The only way I can get it to start is to leave it in my shop with it plugged in and my shop heaters on full blast. I have ran ICP, FICM, and IPR tests as well as replaced all the glow plugs and harnesses. Below are the results from the test.
FICM 48v, 47 while cranking
IPR replaced a couple months ago
ICP pressure shows to be around 1800 while cranking
2 brand new interstate batteries
CKP and CMP are also in sync
also not that it matters but the engine was rebuilt last year and I had new injectors put in at that time.
I don't know what else to do, this thing is driving me up the wall, any help would be appreciated. Oh yeah, its a 2006 f-350 6.0l automatic.

Okay I will try that tomorrow when I get into work. I have a brand new ficm laying on my counter in my shop. I just need to get it programmed after I install it. If I remember correctly they come blank from the factory, but I coul de wrong. How would I know aside from voltage if the ficm was for sure bad?
