I have a early 99 7.3 6spd 278,xxx miles . I can't get to start on its own . It has a brand new grey cps , 17deg hpop and I have cleaned out the ipr and it still won't start without a shot of eather ( I disconnect the GPR before I do this ) it runs like a dream when started the hpop resistor never drops below an inch from the top . If you have any input it would be greatly appreciated as I have tried many things and read dozens of threads but cannot figure out why this is happening

 

Update checked the hpop resivour again after it sat for a day and it is completly empty then I did some more searching and saw that it could be my ipr leaking took apart the outside portion and sure enough it was covered in oil
