Default 1994.5 powerstroke No smoke, No start. Need Help!!

Hello all, I recently purchased a 1994.5 powerstroke f250 5spd 4x4 7.3L with 233,000 miles. I bought it non-running, but have to get it running as my jeep just threw a rod. The previous owner was driving it with no problem and came to a stoplight where it stalled. He started it up again and put it in first but it died again and wouldn't start. It has plenty of fuel in it. He got sick and hadn't touched it since he had it towed back home. It will crank but will not start. There is no smoke whatsoever coming from the exhaust. The tach is moving while cranking but I replaced the cps for good measure. The fuses all seem fine, and I get a wts light. The fuel bowl has fuel in it. I checked the hpop resevoir and it was low so I topped it off to 1/2" from top but still no start. Level does drop after long cranking. Oil at dipstick is good. When cranking, the oil pressure gauge on dash doesn't move but I'm not sure if its suppose to.The batteries have been charged and are maybe 2 yrs old. With some starting fluid, it acts like it wants to start and I get some smoke out the exhaust. ( I know ether is bad but I'm desperate at this point) I also have had the block heater on it as it was cool these past few days just to help it out. I also pulled the idm but didnt hear any water sloshing around inside. I don't have a code scanner to read the truck as it has an obd2 plug but it doesn't communicate since its a 94.5. Any ideas or suggestions are immensely appreciated. Sorry this is so long, trying to b thorough.

could be oil pump not working
cps went bad
injectors went bad
idm could be bad

you should be able to pull codes from the EECu port under the hood.

I have another IDM that just got here. I'll try swapping it to see if it makes any difference. I pulled the blink codes from jumping the EEC and got a bunch of low voltage codes, but the batteries were pretty depleted at this points so I'll charge them and clear the codes before attempting restart. I replaced the CPS to no success. I left the plug out of the HPOP reservoir and cranked it while the batteries were good...but there was no overflowing or shooting of oil anywhere (is that normal)?? Also, how else can i check the oil pump? And if the injectors did go bad, wouldn't I at least get some smoke while cranking? Thanks so much for the support and knowledgeable advice! I can't wait to get this thing running!

injectors only open up if there is oil pressure, you would have to have them tested if the oil pump is working.

the biggest problem with 7.3l is that no one does not do the correct maintenace on this engines, if you had to top off the oil, I'm guessing that the oil pump could be bad, people do not check the oil on these engines intill it is time for a oil change.

it has been some time since I have worked on a 94/95 let me do soem research on this

So true! Is it the low pressure oil pump that fills the hpop reservoir? also how could I test both pumps?? Thanks guys!

Ok so to update I checked the fuel pressure at the side of the fuel bowl Schrader valve and there seems to be no pressure while cranking. I pulled the fuel filter and its dirty and the fuel in the bowl was black. It has been sitting for six months. So I wiped out the bowl cranked it to see if the bowl filled....and some fuel came in but nowhere close to filling quickly. Am I looking at a bad fuel pump? Also tried unplugging the icp and still no smoke while cranking. Suggestions?

Thank you guys for your help! Finally got her running! Had to siphon tanks dry and put fresh in....new fuel filter...cleaned FPR...then re-primed bowl and put in the new idm. Also had to fill the hpop resevoir. 2 cranks and a squirt of starting fluid and she took off! Seems I have a hellacious fuel leak somewhere though...maybe pump?
