Default shifting headache

From the top.. About 5yrs ago my Dad had the tranny in the 1992 D350 cummins rebuilt, then about a year later the injector pump was rebuilt.. Maybe 12000-13000 on the truck since then. Now the problem, after the injector pump was rebuilt, the trans started acting up.. It will shift into to overdrive once you are above 35mph, but only if you let totally off the throttle.. I have run it all the way to 65moh and it will not shift to OD till you are all the way off the throttle. From 35-45mph after I get off the throttle and it shifts toi OD I can feather the throttle a little and I can tool along. Too much throttle(way too easy I believe) and it kicks off of OD. 45-53mph it will shift to OD same as before, but I touch the throttle and it kicks out of OD.. 54 mph or more it will shift, and stay in OD.. I Know they tried a new Throttle Positioning Sensor, no fixie the problem.. I have been told several things, but I believe it should be something to do with the injector pump!! I have almost no experience with diesels.. Any Ideas..
