I finally remedied my problem on my 1999 Dodge 5.9 Cummins running and dying by eliminating one problem at a time and by reading articles from this forum, I bought a set of 5 over-sized banjo bolts, and after testing my flow control valve, I also bought one of those too and I replaced these items, (I had installed a GLOW SHIFT fuel pressure gauge) before replacing the banjo bolts and the flow control valve and my fuel pressure was less than 5 lbs. starting and 0 lbs. moving. After changing these parts, my fuel pressures are 16 lbs. starting and 12 lbs. WOT.

Great news Lloyd. I assume you mean you replaced the overflow valve on the Vp-44??
If you have a stock lift pump relocated to the frame rail. That helps a lot since pumps would rather push fuel than pull it.
