Default New to Bombers

My names Matt. Ive always driven diesel trucks to haul and work with, but I am just now really getting into modifying them. I have a red 2002 cummins 24v 4x4 2nd gen. I got a question on my introduction. I am thinking about swapping out my 24v with a 12v or either p pumping my 24. What do yall think and what is involved and price difference in the two. Lets say paying 2k to 3k for a 12v.

As for the swap, you can do it, but what are the emmisions regs for you state?
