truck can't find idle

Default truck can't find idle

Just bought a 94 1 ton and it can't find idle. I haven't seen the truck yet I sent my dad to go pick it up but what it does is when you start it it revs to 1500rpm the returns back to idle then back up to 1500rpm. It continues to do this. The throttle peddle has no control over the engine speed. He did take a new pmd with him but it changed nothing. I am going to change the peddle with one I have but have my doubts that it will fix it. I am thinking its ether got a bad ip or a problem with the ecm. Just asking if any one else had any other ideas?

going to say it bad PMD witch i have seen do this but also bad IP do it i go with cheaper one first

Tried pmd. Took the d-tech pmd of my 95 and put on it with no change. I guess it will probably be a bad ip.

Never have even seen the truck. By OS are you talking about the optical sensor on the top of the ip? And if I unplug it will the truck still start?

Got the truck home. It surges just like stated. I unplugged the OS and the truck still ran but still had a surge in it but not as radical. So I changed the OS and still had the same problem. The throttle did work with the OS unplugged. I have tried changing the pmd.

did you check all grounds and clean them and are you getting any codes

Ground 2 wires at back motor right side and two ground straps also right there from fire wall to back the head and from firewall to frame , one on top IP and one right side fender buy battery the ones at back right are for computer
