Default P0380

Thanks to everyone here i have gotten most of the issues worked out on my truck. Got the Vac pump replaced today and buttoned everything back up. Tried to start the truck, and of course it would. I am getting smoke out of the tail pipe. Seems to be getting fuel. WTS light is coming on and i can here the relay clicking. I had just reconnected the batteries on the truck and trid to start it several times. SES light came on and gave me the P0380. I hooked a test light lead wire to the pos side of the battery and touched the lead ends of the glow plugs, with the wire removed, and got nothing. Tired hooking the lead wire of the test light to the battery ground and checked for power to the glow plug wire with the switch on, and still didnt light up. I tried to find the glow plug relay, looks like its a square box mounted on the firewall near the underhood fuse box?? Doesnt look right, but has power to both sides. I noticed the other day when i had the truck running, it was really hard to start, and it threw the P0380 code. Any ideas????
Thanks

Thanks for the pic crazy. I checked the relay where the 2 lug bolts are. One side is hot with the switch off. The other side is hot when I turn the switch on, then the test light will cut off and back on when the relay clicks???? Any ideas.. This thing is killin me. <--- begining to wonder if this is what it needs???

you need to put a 12 Volt meter on it see what you are getting there test not going tell that and also on 97 + there is fuse in box under the hood check it
