Sad Surging
I have a 1997 6.5 that is surging when you start it up. By the way it starts right up, but then surges up and down, up and down and all the while its pouring out black smoke. when I push the throttle down nothing changes, it just keeps on surging. HELP!

I would say you probably have a injection pump laying down.
