DTC 17 - High Resolution Circuit Fault
Possible fault with the electronic noise filter in the Optical Sensor harness?
Remove the filter and connect the remaining harness directly to the OS,also get enough ferrite core from radio shack so that you can put a piece on each OS harness wire.

Surging ect does still sound like a PMD or APP problem, could even be an IP issue, but get a new PMD and relocate the heatsink outside the engine bay-the intake is the worst location possible to fasten the PMD heatsink combo.

Google it for best explation of what it is,and like I said fasten a piece to each OS harness wire so that it can absorb the radio frequency interference from the wires generated by the OS.
